KEMRI Institutional Biosafety Committee (KEMRI-IBC)

The KEMRI-IBC was established under the Biosafety Act, 2009,  NIH Guidelines for Research Involving Recombinant DNA Molecules and other applicable International Guidelines to provide local review and oversight of nearly all forms of research utilizing recombinant DNA and biological materials. The KEMRI-IBC must approve and issue a biohazardous materials use authorization for any teaching or research project that involves
  • use of recombinant DNA, including transgenic animals or plants;
  • use of human, animal or plant pathogens not indigenous to Kenya (e.g., bacteria, viruses, prions, parasites);
  • use of biological toxins;
  • administration of experimental biological products to animals;
  • field releases of plant pests not indigenous to Kenya  or genetically modified organisms.
The purpose of KEMRI-IBC review of teaching and research projects is to provide for the safe conduct of work involving hazardous biological materials and to ensure compliance with applicable external regulations and KEMRI policies. The KEMRI-IBC also has responsibility for reviewing the biological and public health safety programs at KEMRI and for setting policies that comply with national and International regulations. KEMRI-IBC members are appointed by the Director KEMRI.

Membership

The IBC is comprised of no fewer than five members who are selected for their collective expertise, experience, and ability to assess the safety of recombinant DNA projects as well as potential biological and public health risks. The KEMRI HSE Coordinator or Biosafety Officer or his/her designee must be a member of the committee, and there should be at least one member from the Laboratory technical staff. At least two of the members will represent the surrounding community regarding public health and environmental protection and should not be affiliated with the Institute except for their committee membership. Eligible individuals for this position should be officials of public universities, ministry of public health or environmental protection agencies, members of other local governmental bodies, or persons active in medical, occupational health, or environmental concerns in the community. Regular meetings of the IBC are held once month. Applications must be submitted by noon the week before the meeting date to ensure review at the monthly meeting. The KEMRI-IBC Chair and the entire membership will be appointed by the Director KEMRI upon review and approval of their credential and qualifications by the HSEAC.
