1.         Chief Health Policy Analyst (CHPA):


Grade: MR 15


Reports to: Executive Secretary, East African Health Research Commission  


Statement of the Job:          

The CHPA will provide leadership and guidance in the realization and implementation of the Regional East African Community Health (REACH)-Policy Initiative goal, mission, operational objectives and the corresponding strategies, plans, budgets and reports to achieve them within the overall legal and institutional framework of the East African Health Research Commission (EAHRC). He/She will be responsible for the overall day-to-day operations of the REACH-Policy Initiative.  He/she will be highly trained with sound experience in research, policy and management fields. He/she will be required to steer the REACH-Policy Initiative to the highest levels of professional achievement and international standard in translating health research into policy and promoting demand driven health research agendas. This position requires frequent communication and interaction with internal and external country nodes within partner states and funding agencies, collaborating agencies, key constituents such as government policy makers, health researchers and health research Institutions and professional associations in the health field.  The CHPA scrutinises health policies within the EAC to determine the extent to which they have been informed by research findings.            

Job description: 

1.    Establish and operationalise the REACH-Policy Initiative at both regional and national levels in all the EAC Partner States;

  •  Establish and implement, in collaboration with the regional hub staff and the national nodes, the operational plans of the REACH-Policy Initiative;
  •  Identify needs and demands and ensure their incorporation into the operational plans of the REACH-Policy Initiative;
  • Ensure effective management of REACH-Policy Initiative including maintenance and strengthening of the links, collaborations with the governments, ministries, centres of excellence and related initiatives.
  • Review approved plans and budgets as part of the annual planning and budgeting cycle and present recommendations to the Regional Steering Committee or appropriate Committee appointed by the EAHRC.;
  • Develop and provide appropriate policy recommendations and strategies for consideration by the Steering Committee or appropriate Committee appointed by the EAHRC;
  • Propose agendas for the Steering Committee or appropriate Committee appointed by the EAHRC reflecting issues, opportunities and priorities;
  • Provide advice and counsel to the Committee to assist in setting policies and monitoring the performance of the Initiative.
  • Represent the Initiative in its business relationships with the research community, donor communities, and government agencies, the media, suppliers, professional organizations.
  • Perform such other duties as prescribed from time to time by the Committee

2.    Develop, update and coordinate plans and priorities in health policy matters, in line with the goal and mission of the REACH-Policy Initiative.

3.    Tracks current events, legislation and other issues of interest to the REACH-Policy Initiative.

4.    Lead the establishment of a Clearinghouse and a Rapid Response Unit for the Initiative at the Regional Hub.

5.    Ensure a sustainable and diversified funding base for the Initiative.

6.    Coordinate Monitoring and Evaluation of the Initiative€™s activities by policymakers and relevant stakeholders

7.    Performs any other duties as may be assigned from time to time by the Executive Secretary of the EAHRC.  
 

2.         Principal Health Research Analyst (PHRA): 

Grade: MR 14  

Reports to: The Chief Health Research Analyst Statement of the Job 

The  Principal Health Research Analyst is responsible for collecting and compiling a database of health research from the region or internationally. The key function of this position is to keep track of health research or research for health being conducted regionally or internationally that can inform health policies in the East African Region.   

Job description: 

1.    Collect and compile primary research findings from electronic databases, Libraries and Research institutions.

2.    Conduct searches for research syntheses in various domains and assess their quality and local applicability.

3.    Advise the PHPA on contracting out for the production and regular updating of systematic reviews or research syntheses when none exists or are not of sufficiently high quality or local applicability relative to regional policy priorities.

4.    Coordinate the development of an annual report about gaps in available research and develop related communication strategies targeted at the EAHRC, national funding agencies and researchers.

5.    Coordinate regional training workshops for researchers on how to produce and update systematic reviews, and how to participate in evidence-informed knowledge-translation activities.

6.    Perform any other duties as may be assigned from time to time by the Principal Health Research Analyst.

Grade: MR 13 

Reports to : Principle Health research analystStatement of the Job

The Senior ICT manager is responsible for developing, operationalizing and maintaining the appropriate electronic database/s of all the REACH-PI information. The key function of the postion is to ensure a user-friendly clearing house and repository for the REACH-PI products while maintaining a  wwe-based tracking system for the number of hits on each of the products as well as the frequently asked questions.
